Portuguese Prime Minister Cannot Call by His Cell Phone as Much as He wants

I always thought that Presidents, Kings and Prime Ministers could use their cell phone as much as they want. In some countries, may be they can do but not in Portugal. I came across a news item titled ‘PMs mobile phone credit - 219,000’ in The Portugal News Online. It wrote:

It was confirmed this week that Prime Minister Jos Scrates office was allotted 219,090 to spend on mobile phone calls during the course of the year.

According to the values found in the state budget for 2006, the Prime Ministers office is allowed to spend five times more on mobile phone calls than the Minister of Economy, Manuel Pinho, or the Minister of Labour and Welfare, Vieira da Silva.

In total, the Prime Minister has 315,090 at his disposal in telecommunications costs, with mobile phone costs representing 70 percent of the total.

Jos Scrates loves his cell phone and he makes most of his calls by his cell phone set. I personally feel that there should be no budget restriction on any head of government in terms of cell phone calls. Well, 219,090 Euro (I am not sure if it Euro or number of telephone calls. Since, Portugal has Euro as its currency, I am assuming it is Euro) is a huge amount of money. So, it is not a problem for the Portuguese Prime Minister.
